SUMMARY OF ACTION TO TAKE INTO ACCOUNT:

1. Define priorities taking into account the beneficiaries and their
participation.

2. Objectives and/or clear goals, taking like essential axis the beneficiaries.

3. Design indicators systems, defined as a measurable signal and manageable
change, for a good monitoring and evaluation of programs, projects and
development plans, considering in these activities the different existing
methodologies, tools, resources available. Evaluating the previous
experiences of the Latin American countries and the OECD.

4. Monitoring and/or to evaluate products and results of short, medium and long
term, tie impact to the objectives and/or I put drawn up.

5. Taking in account in all the way and phases, the quality, efficiency,
effectiveness and economies of scale of the indicators and results.

6. Coordination between the institutions and actors involved in all the
processes.

BINDING CONDITIONERS OR ELEMENTS

1. Political Will.

2. International Cooperation of International Cooperation.

3. Capacities Building of Human Resources and Availability of
Financial Resources.

4. Increase institutional Strength of the Public Organism.

5. Credibility and Transparency of the actors, institutions and
Processes, to create positive rational expectations in the
Population.

7. Improve Quality of the information in its use, presentation
and diffusion.
8. Negotiate financial restrictions, negative impacts and I interest found.
9. Cooperation and Collaboration at all the levels between the actors of the
different institutions with persistence perseverance, consistency to reach
the objectives drawn up.
